The first question you should ask yourself is, where do you want the setting? Standard, medieval-esque fantasy RPG? Modern day? Future? Steampunk? Or, less popular settings like a Da Vinci-style Renaissance, classical Greece/Rome, or other ancient cultures like China, Celtia, or America (Aztecs, Mayans, Incans, or smaller tribes)? Or some variation/amalgamation/inspiration of any of those?

Next, you should think of how you want the game to play. Heavy emphasis on magic? Swords? Guns? Or something more unique like a card game or pocket monsters?

Then, think up a short story in this setting. Build a couple of characters. See if you like them; if not, try again. Build other characters around those afterward.

The last thing I'll tell you to do is to think up the central conflict that the player will deal with. This can vary in severity from world-killing eldritch abomination to getting homework in on time, as long as it's fun. The less severe conflict will be more rich for comedy, and unless you think fairly well of your story-writing capabilities, I think a mediocre comedy is better than a mediocre drama.

Meu has a point. Location location location! And time period. From there, you begin putting together the Villain and what he's doing and why. THEN you come in with the hero, and how he gets to the main head bad ass (because almost every main villain is a fuckin bad ass Laugh so smexy..... COUGH, right...), then what happens when you get that out of the way. I dunno if there is THE list of cliches on here anywhere, but I'll keep my eye out for them.

I knew of this one site that had over 500 tips for story making. Can't find it, but I'm also looking out for that so hold on.

Well theres many ways you can do that. Starless Umbra had a nice intro. Mine uses pictures to introduce the problem and hero (like LoZ wind waker)
